In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.

Is the strobe light affect the entire screen? or just a part of the screen? I would say you either have a problem with the inverter circuit or power supply. You need to ensure that the inverters are being fed a clean 24vdc. If you are getting ripple voltages in the 24vdc power supply, your backlights will flicker. Also check the inverter boards and also the power supply capacitors for any bulging tops. I would also suggest you monitor the "backlight on" signal from the main board. It should be around 3.3 Vdc and again no ripple.

The power supply may have failed, or it is in the safety shutdown mode due to short circuits in the power supply or in the backlight inverter board, you can try disconnecting the power cables to the backlight inverter board to see if you can get the TV to come on with sound but will not have picture.

Sounds like you have an LCD tv with backlight problems. Check power board for domed capacitors and replace them. next check connections on the inverter boards. they are on the sides or just one side. Becareful there is high voltage output from these boards. If the cable from inverter board is not good to the screen you can get a strobing. the inverter boards may need replaced. or cales to screen may be bad. The panel also could be bad.

lcd sets use florescent tubes to light the display and, a ballast to power the tubes just like the lights in an office ceiling.
the tubes are called cold cathodes and, the ballasts are called inverter boards. replace your inverter circuit board it connects by wires to the cold cathodes so; isn't hard to find.

Be sure the inverter is getting 24vdc at the input first. Could be the DC supply too the inverter.......
