My print jobs have spooled to the printer but it says, "printer offline". We have restarted my computer, restarted the printer, unplugged and replugged in the printer with no results. It is a network printer, it will only print from the primary computer. The primary computer runs Windows XP. The two computers which will not print are running Windows vista.
Any ideas?

Could be several things causing this. You said it is a network printer, but then said primary computer is XP. Is it hooked to the XP machine? From my experience, printers on XP machines occasionally lose their drivers. Go to the XP machine and make sure the printer is in the printer folder, and active. Do a test print to be sure. Then make sure it is still shared (things like this can change with updates). If all this is OK, go to the Vista machine and remove the printer. Then go to add printers, and add a network printer. Sometimes, if it is a network printer, it will show up in "my network" - if so, right click and add printer. If you add the printer usually the computer will use the currently installed drivers. If it is a shared printer, go to network, double click the XP machine, and the shared printer should be there. right click and add. Once you have it working, go to printers and delete or remove the faded-out printers that don't work and be sure to set the newly installed printer as your default.

In Vista make sure you are logged in as a administrator whenever you make any changes.
And if not to bring the printer online you will have to right click on the printer icon and right click on Run as administrator> and then try bringing the printer online and checdk if it works.
And you can delete the Microsoft XPS Document writer it is a default printer icon installed if in case you did not have a printer installed you can store them to print later.
Now that you already have a printer you can delete the Microsoft XPS Document writer.

I had the same problem with HP 1018 printer, when I had two computers connected to a domain and had Windows XP SP3 on them and when I shared the printer on one of them - I could only print from the network if the user belonged to the Local Administrators group on the host/server computer. Once the network user is removed from Administrators - the print jobs are stuck in print queue. I used the "HP LaserJet Host Based Print Driver Package" that is on HP web site for HP laserjet 1018 printer.
Then I tried to use a different driver for that printer and was successful with driver for HP LaserJet 1020. After forcing that printer to use the 1020 drivers, the regular users were able to print to that printer.

have you tried doing a local connect using a crossover cable to the printer to see if it is the printer or the 2k3 server?
I have seen this issue when terminal services are enabled on the server.
if when you connect locally to the device using x-over it still does it it may need to have the nib firmware updated, however if it doesnt I would run a packet sniffer on the network jack that the device is plugged into and check to make sure that the port is good and transmitting and receiving all packets check the network cable and replace that and if all else fails try the device on a different network port.
Printer Spool offline:
Disconnect the USB cable, go to RUN and type in services.msc and then find print spool and right click, then choose restart.
