The T & P valve is connected to the drain and it may be bad causing it to drip. You could try lifting the lever and then closing it back on it to see if it will seal. Also check the thermostat for heat setting, but than likely it is going bad.
It is a pressure relief valve and normally last about 5 years or more before they need to be replaced. The purpose of this valve is to protect heater from building up pressure and protecting the home, It releases water once the heater reachs beyond the limit of the valve can handle.
It is a standard 3/4" thread and can be removed with a pipe wrench. Just turn power, water off and drain water down to just below where the drain is.
Lowes or Home depot shoul dhave one just ask for a pressure relief vakve for a Hot Water Heater. prices range around $15.00.
