Hello -- A few things that may be happening.
a) In
order to download albums from the Picasa Web Albums interface, the
Picasa software must be installed. You can find it at http://picasa.google.com/
b)
If you're trying to download albums from someone else's account, the
album owner must enable 'Allow any visitor to download my photos' on the
Privacy and Permissions tab of the Settings
page.
c) Try clearing your cache and cookies to resolve
irregularities on Picasa Web Albums.
If you're a Mac user, you
can also use the Picasa Web Albums Uploader to download entire albums
