LCD Monitor SAMSUNG Syncmaster 172x

From the description one of the inverter transformers have failed, located on the power supply/inverter board.

Might be a case of the backlight giving up. If this is the case, you have two options, replace the backlight (expensive and pretty difficult to do a good job of) or replace the whole thing. I'd go with the second option, as LCD monitors are pretty cheap at the moment! Stick with Samsung SyncMasters though, they do good price monitors that are reasonably reliable too. Either that or a Dell monitor.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). The monitor was probably fried during the power outage due to a spike just before the power went out.
On the power brick check to see if there is an LED light and see if that is lit when its plugged in. If its not lit up then you may want to try a new power brick, if it is lit up then your monitor is a dead.

Please try again to turn the monitor off. Hold down the Menu button while the monitor is turned off, then press the Power button again to turn the monitor back on. This should unlock your OSD menu. regards

does your monitor have an external transformer as the psu ?
If so, try disconnecting at mains for about 5 seconds and re-connect. failing that we'll need to dig deeper.
