How old is it.? could be plugged air filter, faulty tank vent, leak in the fuel line between tank and primer, dirty filter, blocked main jet, pump diaphragm damaged. Could be any number of problem.
There is only one gasket, Jenny. To figure ouut which way it goes, first put it onto the carby, then transfer it to the motor. Next put on the carby, and tighten the screws. Then hook up the electrical wiring and the fuel lines, and the job's done.
