Hello bigdave1138:
From your Description it Sounds like the Stator/Charging Coils are Bad or the Voltage Regulator (if Applicable) is Bad.
For Testing the Electrical (Charging) System on Mowers you can Use this Site Addy; http://faqs.custhelp.com/cgi-bin/faqs.cfg/php/enduser/std_adp.php?p_faqid=3438&p_created=1101706364&p_sid=4fQ1f8Xi&p_accessibility=0&p_redirect=&p_lva=3443&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9NTEmcF9wcm9kcz0mcF9jYXRzPTAmcF9wdj0mcF9jdj0mcF9wYWdlPTEmcF9zZWFyY2hfdGV4dD1Wb2x0YWdlIGFuZCBTdGF0b3IgQ2hlY2s*&p_li=&p_topview=1 and Use the Link for AC Volts/DC Amps Meter Setting Chart. This is for Briggs Engines and Works Well for Kohler and Other Engine OEMs.
Please, Do Not Hesitate, If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance.
Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Be Safe and Be Happy. Thanks.
Good Luck

SOURCE: My Cub Cadet 2135 PTO won't engage.
i had the same thing happen
found that the on/off switch had come unplugged from the wire harness just below the switch
had to attach the wires to something underneath so the weight did not pull the wires down and taped the two switches together to prevent it from pulling apart
it needs some kind of clip to hold them together
hope that this works for you

you didnt say what model this is, but i assume its hydrostatic because it has a drive shaft. is the hydrostatic unit filled with oil¿ if its ok, check the linkage from the pedal to the rearend (hydrostatic drive) make sure its not broken or loose.. if that l@@ks ok, check both ends of the drive shaft making sure the couplers are not broke and the drive shaft is ok. hope this helps.

Sounds like the drive belt has been thrown off of the drive pulley.
It is fairly simple to identify the drive belt. - it is the one that is connected directly to the pulley coming donw from the motor... and it travles over a tensioner pulley (that you control with the clutch) and then over the large pulley that is mounted over the transmission.
Check to be sure that the belt is ON the pulley... and not broken..
