I have set up voicemail for a phone in my office. If a call comes in for that person and I transfer the call the phone just rings and rings (the same if I call it internally) however if I feature 986 (sends the call right to voicemail) it goes to the voicemail without an issue.
I have deleted the mailbox and recreated it and its made no difference!
Sounds like you need to set the call forward no answer to the VM pilot DN for the set with the new mailbox.

On capabilities, the extn forward no answer should be the VM extn,Also specify number of rings for calls to go to voicemail.
Hi, Be sure you have set up the receiving mailboxes extention to:-
Forward No Answer or (Set to a No:- Of Rings....)
Or Forward On Busy...
Both are set in Capabilities.
Both need to be Forwarded to the Startalk180 Extension No:-

Ok, do you know how to get into system programming?
If you do:
-> first dial FEATURE 985 this will give you the DN(Extn) for the voicemail
-> get into programming
-> TERMINALS&SETS enter and put in the extn that is giving you issues
-> then under CAPABILITIES look for FWD NO ANSWER and put in the DN of the voicemail you saw with the Feature 985
-> hit next for the number of rings you want it to ring before going to voicemail
-> hit next and you can now RLS to back out of programming.
Voila, that set will now goto voicemail.
SOURCE: What is the feature code for forward to Voicemail?
Try FEATURE 9 8 4
this forwards all calls that ring on your phone to your voicemail.
To shut it off FEATURE # 9 8 4
