Hi,
Black screen with horizontal line across shows vertical deflection output chip failure.
Replace vertical output chip to get it fixed, if you are good with electronics stuff repair then can replace it by yourself or ask local tv tech to help you out.

Looks to me like a horizontal inter grated circuit would be the blame on why this is happening.
If it where the fly back transformer you would not have nothing (most cases)
What I suggest is to have a shop look at it for you and give you a estimate if it comes over $90 bucks then its not worth the repair/replacment. These tv's can be bought with digital tuners for $120.00 so I would not lay more then $90 at the most in this unit.

A line on an LCD, either horizontal or vertical usually means the video driver board is defective or the screen is defective, does it show up as black even on a dark screen? That means a line of LCD "shutter"s is not working and there is a problem that cant be fixed by a reboot or channel change. Bummer.

Problem is bright horizontal line across black screen.

cold solder in vertical ic and check caps around to..if you see resin around any cap, change.
