This is known as vertical fold over. The vertical circuit will need to be checked by a professional to repair that issue.

sounds like the vertical adjustment has spanned beyond the screen, causing it to jump up and then upside down. after the cover is removed look for vertical adjustment and with a non-conductive screwdriver, adjust it a little bit either way to see if it fixes it, if it doesn't fix it, then look again for the right one.

Lines at the top of screen

Check and replace all the electrolytic capacitors at its vertical output section. The lines you refer here are technically called, vertical retrace lines, and are mainly due to capacitors itself. Check all the solder terminals of vertical output IC for any loose solder terminals. Resolder all the suspected solder terminals by applying a little more solder to each point. When replacing capacitors stated above, replace them all at one time. There will be 5 of 6 numbers of them, the most, and wont cost more. If you wish to get more details, surf the following link. There are over two thousand and four hundred posts. All are related to television and other domestic electronic equipment service help. You can get a solution there. Type in the brand name to your device to its search box, can be located at the top right of the display window. It will make search easy. Lines across my tv where the picture is reversed

You have bad capacitors in the vertical deflection. And you will have to resolder the vertical IC as well. Replace the caps in the area of the vertical IC. Find a TV tech or hobbiest to do this!

White Horizontal Lines near the top of my Screen

this symptom is what we called vertical fold-over. vertical fold-over is characterised by a white horizontal bar on the bottom or top of the raster due to the concentration or compression of the trace lines. it an image is present, the bottom or top portion is fold over. this is caused by a vertical deflection current with poor linearity, which compresses the trace lines at the bottom or top of the screen. this symptom is is caused by a defective sawtooth wave genetator circuit, or improper biasing or defective feedback circuit of the vertical drive or vertical output transistor/ic. the negative feedback circuit in vertical deflection circuit compensates for the linearity of the trace portion of the sawtooth wave. a decrease in the capacitance of the sawtooth generator capacitor is usually the trouble. but if you do not understand anything what i have written here, better bring it to a qualified tv technician for your own safety also. good luck!

Picture deterioration

Your whole problem my freind is dryed up capacitors. You should go, if you have the technical ability to replace these capacitors, to http://servicemanuals.net, download the schematic diagram, and start replacing the waveshaper capacitors in the vertical drive circuit.
