If the humming is your compressor running (feel the large copper line going into the unit, it should feel cold aftter a few minutes of run time) then the fan motor or the capacitor or both need to be replaced, check for voltage to the fan motor when the unit is "humming" if it has voltage and will not start replace the fan motor and the capacitor. hope this helps.

    When the fan is humming try to turn the fan with a screw driver or a pencil (Not your hand) if it starts to turn faster and faster it is the Capacitor.They are quite cheap. Check online

If the fan is humming and not running them it has gone bad....it will need to be replaced...not all that difficult a job...most pro's do it in less then an hour...

Whistle noise from the air handler

Check the filter and change if dirty or restricted. Make sure the blower access panel is secured. Make sure the cooling coil is clean on the top (outside) and on the bottom (inside).

Fan on the outside unit is not running

Fan motor is dry or going bad try to lubricate it and see if that frees it up. If not you will need to get a new fan motor.

Is it humming like a stuck motor or rattling, like a loose fan. If it's rattling, the fan could eith be loose on the motor or, the center hub could have broken loose.

If the humming noise is coming from the attic it would indicate that the blower motor on the air handler is trying to start but the rotor is locked.

If the humming noise is coming from the outside unit and the fan runs but the compressor does not your compressor has a locked rotor.

If the blower motor is the problem the outside unit should still start as normal but you would have no cooling due to no air movement.

In ether case it sounds like you need to call a service tech to diagnose your system.
