It sounds like the battery is completely dead. Try placing it in the freezer for a couple of hours and attempt to charge it. If that doesn't work, you will need to know the make a model of the flashlight it goes in as well as the voltage. If you have to purchase a new battery I would suggest you purchase a Nickel-Metal Hydride (NiMH). NiMH's have much higher capacity than NiCd's and don't suffer from memory effect.

Return it under warranty

Could be a lamp holder or charger problem. I suggest going to Streamlight's website and find an authorized service center in your area or send it to the factory for repair.

If its the right charger, and connected correctly, then it is probably just time to replace the battery. Also, I'm not sure exactly what you mean by saying the charger is putting out 13.7 volts, but make sure you aren't using a charger that is too powerful, that can destroy the battery.
