It is usually reccomended to let it stand in it's normal position for 24 hours prior to running to allow any oil to run back to the compressor. Unit should work.

you should not refill freon, first because it is illegal. second, if you need a recharge it will just leak out again. third, to do it correctly will require braising with an acetylene torch.
you have first put in a line tap. If the freezer system has been open it must be put in vac. to get moisture out. Then with interior coil exposed put in a few oz and start compressor. with compressor running add while watching interior coil/ you add slow til coil frosts to 3/4 then your done
If you already have moved it wrong, you can sometimes get it working byplugging it in and unplugging it a number of times with an hour or so inbetween.
if they moved it on it's side they damaged the compressor,the machine shouldn't be laid on it's side.if they let it sit for a few days it might have recovered.if it wasn't laid on it's side a wire could have been knocked off somewhere,hard to say without being there to look at it.

An upright freezer that is not frost free will have the coils in the shelves (shelves are non-removeable) and that is where the frost will buildup. If your model is like this then it will have to be defrosted periodically. If your not sure then give me the entire model # from the sticker inside the freezer and I will look it up for you.
