Unfortunately, there's not a lot of black magic involved here. 99.9% chance is that the product is either wired incorrectly or that it failed during the installation or uninstallation (which is likely if either took place while power was still on).

You posted under MIR600 single pole digital fade dimmer for incandescent and halogen. Installation manual: http://www.lutron.com/TechnicalDocumentLibrary/030864b.pdf If this is not your dimmer, then add a comment with exact model number so I can read that manual and look for trouble spots.
The manual does not say 'Fan' It appears this dimmer is for incandescent and Halogen lights. Manual gives Lutron 24hr/7day tech support number 1-800-523-9466

No, the MIR-600 uses line-of-sight infrared as its communication technology. Homelink works with radio frequency wireless technologies. The two are incompatible.
Is there another one in the house? The best thing you can do is to first figure out if the issue is with the remote or with the MIR-600. (use one remote on that dimmer, another dimmer - than a second remote on that dimmer, and another dimmer - does the issue stay with the dimmer or the remote)?
