This can be a problem with the power supply of the computer already that may need a replacement, you can buy a new power supply and put it in this computer or take it to a repair center near you..
Turn the TV off and the Computer off and plug in the SVIDEO cable
Turn on Computer Go to Control
Panel in your computer Appearance and Themes Display Settings Advanced - then select your Graphics card Device Settings TV Change the display settings to 800 x 600 Turn on TV You should see both screens however you may change it to one if you like.

Insert the recovery disc, (if auto run starts up, just close it)
Go to Start>Run and type cmd and hit enter.
In the DOS command window, type sfc /SCANNOW and hit enter.
That will check your Windows files against the Windows files on the
disc. If it finds corrupted or missing ones, it will repair or replace
them. You will not lose any data or files this way. (If it will accept
the disc again)
