It is very common to have the line in the freezer door freeze up. I would start there first. If that's not it then next step would be your water valve which is located in the back/bottom of the fridge. It is a dual valve( one side for ice maker the other for water dispenser). you can check that by taking off the front kick plate and on the bottom freezer door hinge you will see the line entering the door. Follow it towards the under the fridge and you will find a coupling. Disconnect it and see if there is any water coming out when you press actuator on the door .. If yes then its frozen if no your valve is Kaput.

A common problem I see is people have the wrong kind of saddle valve on their water line. Make sure you don't have a self-piercing saddle valve. You should have a drill type saddle valve on the cold water line. Reason why, not enough water pressure to the water valve on the fridge. This will let the valve on the fridge hang slightly open which will cause a drip. Check this first. You will find info on this in the installation section of your owners manual.

Hi All,
The fix to the "GE/Hotpoint Secret" frozen water dispenser problem is
the Dispenser Water Tube Heater Kit, P/N WR49X10173 that can be
purchased at Sears. Just a few bucks. My Hotpoint (model HSM25GFRA5A)
had the same issue and GE would not tell me anything but required a
technician to come out. The technician had no clue but after making
some calls found the heater at Sears and ordered it delivered to me.
He had to setup a return appointment but I canceled it after getting
the parts and fixing it myself. The instructions are in the kit.
Since most all GE/Hotpoint refrigerators (same model group of course)
use the same parts/assemblies this will work for lots of folks. See pic below. If
the area behind the cover looks like this it may be the part. Feel free to

The water lines might be frozen. The found the water lines in my fridge behind the bottom drawers and used a hair dryer to melt the ice.
