The two most common problems Ive seen that fit this description are, incorrect voltage going to the water heater or the fill tube on the inlet side of the unit has broken off in the tank. The voltage problem can be checked with a tester. Ive seen breakers go bad and cause this. The fill tube can be checked by removing the cold water connection at the tank and feeling to see if the tube is still hanging there. Hope this helps.
