Get a 10K resistor, use an alligator clip to connect one side of the
resistor to the ground of the TV (note, if you are working in the
primary circuit of a switching power supply, do not use chassis ground,
instead connect the alligator clip to the negitive side of the
capacitor).
Use a good pair of insolated pliers to hold the body of the resistor
and touch the free end of the resistor to the positive side of the
capacitor.
Because of the 10K resistor it may take a minute to fully discharge. Heep holding it for at least a minute.
If you have a Voltage meter you can use it to verify the discharged
state of the capacitor. (note you can get a multimeter for as little as
$10 if you look around).
