go here and enter the service tag of your server and download dell open manage server administrator managed node. once installed it will tell you exactly what the problem is. i believe the current version of OMSA is 7.1
To power off using the power button, press and hold in for more than four seconds.
However this is not solving your problem of not booting, needs some more information. Such as Beeping noises, number and length of beeps. Or any LED.s flashing?
dells power supplies must come from dell. I would call dell and give then the service tag number of your server and they will be able to tell you about how much a power supply is.
If the adapter is new or OK then connect it to the laptop and power it up, then look at the power/battery charging LED light and wriggle the power plug in the laptop's power socket. If the power/battery LED light flashes and in a certain position this LED light stays firm, then the power socket is either faulty or it has a dry solder joint where it is connected to the motherboard. This can be repaired but it requires the laptop to be completely dismantled to get at this power socket and repair. If you cannot DIY then I suggest you get a quote first.
When a Dell server beeps in every 3-5 second that mean it comes from Raid controller. Dell calls PERC Controller. It usually reason of a disk failure.
Install open manage server administrator on your server. See which disks are failed ?
Try to run Power edge diagnostics on the failed disk. If it passes the test reseat the disk. if it fails disk has to be replaced with a new one. If passes the quick test, reseat the disk and update disk + perc firmware and driver to the latest level. that will solve the problem!!
99% beeping comes from perc controller because of a failed HDD
Disconnect from the network and all other accessories, and power up the system, this might be due to a faulty device attached to the system, eg: when you connect a usb faulty device the boot takes very long time, sometime it does not boot up.
