Three sets of beeps, or three individual beeps? Does it repeat? If so, then check this for the code you are hearing:

If it is a steady once-per-second beep - or a constant screech - and it is able to boot to the OS (or even most the way), then it is probably your RAID controller. Boot to CTRL-A or CTRL-M to check the status of your array.

An Amber blinking power button indicates a low voltage problem. This can be caused by a defective power supply or a defective motherboard. Remove all PCI cards and see if you see if it powers on. Check USB ports too.

Beep code indicates no memory, but there is memory installed the memory tests good in another system, is there a chip blown that can be replaced or a BIOS update needed?

Most servers require a special type of memory.

This memory may fit in a regular computer but in most cases will not work.

The same can be said the other way around.

The memory MUST be ECC registered type.

More details can be found HERE

If it is ECC then you may need to go into the BIOS and tell it about the extra ram as is the case with some servers.

Dell poweredge 1600 sc XP install

I believe you would need to install the Serial ATA card driver before installing windows. When you first start Xp it asks if you have any ATA drivers that need to be installed first.    My guess, since it is used, that you have not the driver for that card?    Give us the make and model of that card and we can help look for the driver,or take it out all together and use an IDE hard drive.
