Sounds like your toilet probably isn't vented properly through the roof or might have too far of a run to where it may connect into your main vent stack

Valve fully open on inlet going into toilet if it is then fill valve needs to be replaced check water line for any abstructions that might interfere with water going into tank.

and it is allowing water to escape into the bowl through the flush valve slowly...causing the
tank to drain and the fill valve to run every few minutes or so. start by inspecting/cleaning or replacing the flapper and hopefully that will do it because a one piece toilet flush valve
needs a special wrench,to remove it, that you use with a ratchet. If you buy a new
flush valve, it comes with the wrench (glorified piece of plastic) and

keep going...i mean disconnect the supply line from the fill valve, hold the line into a bowl/bucket and slowly turn the water on. is there pressure? sorry for delayed response if you text me back i will try to answer expeditiously:)
Check to make sure that the bowl fill tube is in the overflow tube. Your description sounds like the bowl starts with less water than it should have, so it has to fill up before actually being pushed out.
First, fyi, adjusting the knob? in the tank, or the fill level will not increase the amount of water in the bowl. The bowl fills to a certain point, and then as more water is added it starts to go over the built in trap, and down the drain. When you flush the toilet, all the water in the tank dumps into the bowl, and the existing water is pushed over the trap and down the drain. All of this being said it sounds like you may either have an internal crack, between the bowl and trap; you may have a crack that is draining under your toilet, (water spots?), or you have a more serious plumbing issue, improper venting, which is causing a vacuum, and pulling the water out. The water in the tank is not filling to the water line, thereby not providing enough water to flush properly. Adjust the float so that the tank fills to the water line
It sound like you have debris caught in the fill valve. Remove the top where the washer is and put your hand over it and slowly turn the water on to flush the fill valve. Replace the washer with a new one and then replace the top.
If you have the old ball and **** style, replaceing the diaphram is harder so I would recommend replacing it with a fluidmaster fill valve. Hope this helps.
