It sounds like the main transformer has failed. It would be cheaper to replace the whole microwave than repair this one. Sorry to be the bearer of bad news. Hope this helps. Good luck.
Put in one cup of water at 2 1/2 minutes on high -- it should boil.
The fan slowing down is normal becaue the magnetron, which does the heating and, which pulls about 10 amps, will drop the voltage across the fan and slow it down.
What type of circuit was your old microwave using? Was it a circuit dedicated to the microwave?
WHEN THERE IS A BUZZING NOISE IT MEANS THAT ONE OF THE INTERNAL COMPONENT HAS FAILED .RANGING FROM A SMALL DIODE TO LARGE PARTS LIKE THE MAGNETRON OR TRANSFORMER OR CAPACITOR. IF IT IS 10 YRS,OLD YOUR BETTER OFF GETTING A NEW ONE .BECAUSE YOU COULD INVEST MONEY IN THIS ONE AND HAVE SOMETHING ELSE GO TWO DAYS FOR NOW.WITH A NEW ONE YOU ALSO END UP WITH THE NEW WARRANTY. use a high voltage probe to check high voltage, if present replace the magnatron if no HV replace the high voltage board this is the board that has the heavy wires to the magnatron

A microwave should be on its own breaker. Otherwise, it or another device can get "loaded down" and run harder or hotter.
Otherwise, your magnetron or high voltage transformer may be failing.
