You will need to have Yahoo messenger,MSN messenger, Net Meeting, or some other program installed that has a webcam service to it in order to use the webcam to transmit.
Once you have one of the programs installed, then you will open that program and you will see something that says webcam, or something similar..

Issue could be with the lcd screen or display cable connector. if graphics card is bad, you will get the same problem on the external monitor.
