First unclog your sink drains and the drain hose from the dishwasher. Once you are certain they are clear... Then you can do a couple things to remove the water. dip it out, or siphon it out.... or perhaps use an electric pump.
If it is connected to a disposal remove the drain hose and check for a restricted area in the hose or disposal this is common also check the drain hose for kinks be sure to elevate the hose before the drain area. If the drain hose is clear and the drain is clear then you could have a bad drain pump in the dishwasher.Most problems are a restricted drain or hose
I think you are talking about the air gap on the sink. If so, the drain line to the disposal or drain is plugged or pinched .clean it out and problem solved.
It is possible that the solenoid to the inlet valve is bad, the valve is plugged or the control is not sending voltage to the valve, you need a voltmeter to check the valve.
