It's either a bad battery (low on charge) or a loose ground wire. If you are SURE that the battery has 12 volts (yes, even a low battery will run your lights, radio, door ajar chime, etc., but won't have enough to start the car). If the battery is fully charged and your volt meter shows 14.4 volts (fully charged battery reading), then it's a ground wire. There are two locations. The negative battery cable itself on the battery, and the location on the frame or engine where the cable connects to.If these are ok, check the positive cable connection on the starter.

I have a 1996 town car 4.6l that won't turn over, battery is new. Noticed that prior to the problem it would take several seconds of having key in start position before it would engage.

Sounds like a start switch on the steering column, worn ignition tumbler, if it takes a few tries holding the key in the start position

The bendix in the starter isn't working as it should. The bendix pushes the gear up or out to engage with the flywheel, but the starter gear isn't fully engaging or going back in the down position completely. The starter is most likely your problem. The starter is good, but the bendix inside isn't.

Where is the starter relay located on a 1994 Lincoln Town car ?

assuming you have the Town Car with the FACTORY alarm system they actually called it the starter interrupt relay for some reason

you'll find it behind the right side of the dash


if you do not have the factory alarm system then there is no relay, just the old school starter solenoid and an ignition switch

Will it crank the engine at a reasonable speed or is it real slow?
Does the engine just turn or does it sound like she's trying to fire?
