First unplug all the connections from the pc.
No cable at should be connected on the back.
Keep pressing the power button for a minute completely without leaving it.
Connect only the necessary cables which is power , keyboard and mouse ....nothing else.

The most likely cause of this behavior is a third-party System Preference that has become too old to be compatible with the version of OS X you are running.
Boot the machine and then immediately hold the shift key down for a "safe boot" until the login screen appears. This should get you to the login screen. From this point, you can use the Console utility to review the logs from the times of the last boot failures and see what program is complaining about failure and why. Or if this is too technical for you, you can open up System Preferences, identify all your third party extensions (anything appearing under "Other"), download the very latest versions of each of them and reinstall. That has a better than even chance of solving your problem.
Keep in mind that even if it doesn't, your problem IS solvable by somebody who can read your logs, you are at no risk of data loss, and your machine in all probability has no hardware problems. There are also other techniques to resolve boot-up problems if this one is unproductive, just come back and ask.
This symptom can signify one of the following things.
1) Mac OS is corrupted and needs to be re-installed."Archive & Install"
2) You hard drive is rendered unbootable, Erase & Install may work.
3) Hard drive needs replacement
Sounds like your hard drive is failing.
Try booting while holding down the shift key that will put you into safe mode and run some diagnostics at the same time.
If you have the discs that came with the laptop try booting from them while holding down the D key. That will bring up AHT a built in test for your mac. You can use it to test and repair some of the disc problems you are describing.
With the OS X Installer CD in the drive, try booting your mac and holding down the option key immediately after you hear the start up chime. This will (hopefully) load a firmware boot loader that will show available start up discs. Hopefully the OSX installer will show up as CD Icon. Select the Icon with your mouse or keyboard and press enter to start up with the Installer CD. From the installer you should be able to erase and format the drive as Mac OS Extended before installing OS X.
If the computer still won't boot from the CD double check that it is a retail OS X installer CD. If your CD has "software restore" or "ibook restore" or any other varient of restore written on the label; or if it names a particular model such as "ibook install" or "imac install" it is not a retail copy and may not be a bootable disc. A retail copy will only name the version of the operating system followed by the word install written on it's label and usually have a brief instruction on booting from the CD by holding the C key at startup.
Try resetting the PRAM by turning on the iBook then holding option + command + P + R and wait till u hear another chime. If it still freezes, it may indicate an application may be causing it to lock up hold shift after you hear the chime to boot OS X into safe boot.
