Hello, this is caused by high amps. This means the compressor is drawing igh amps to run. I would check the capacitor to the compressor and check the amp draw of compressor and compare to compressor nameplate rating for amps. It could be the compressor is on the way out....or the voltage to compressor is low

The a/c system is probably low on freon. The pressure sensor sees a low pressure reading on the low side and it turns the a/c off so the compressor does not burn up.

Model # CPL J60-1B keeps burning out and

The term "Burn Out" is used when there is acid present in the system, and the acid eats the motor windings coating off, and it shorts out. Air/Moisture in the system causes acid. Burn outs are not always an electrical per sae. When the compressor was replaced, the tech should have flushed the system and also added a special filter/dryer made for such conditions. If that is not done, the residual acid in the system will take out the new compressor. You may want to look into that.
Not exactually sure what you mean by the "Meter Reading" being wrong?
Give me some additional info if you want to persue further.

Wire shorting out

i am not sure if you mean the fan capacitor or the compressor capacitor or both, but whichever one it is connected to is obviously drawing too many amps (if the wiring connections are otherwise good). you may soon find that the compressor or fan motor is dead. this is probably also causing your electric bill to be higher than it should be.

We have a Goodman CKL49-1 - 10 Seer - 4 Ton Condenser. One of the wires that fires the compressor keeps burning and, of course, the compressor won't come on. It is beginning to happen every couple of days....

A bad connection in the power wiring, the circuit breaker, disconnect, capacitor(s) or in the compressor contactor (worn contactor) can cause this due to very high resistance and subsequent heat production. If the unit will run, it should be amped checked to trace the cause.

This assumes that the wiring is correct and that the unit was functioning properly before these issues manifested themselves.
