Most all garden tractors here are negative ground. I have seen only a few things positive ground, and that was an old land rover and old jaguar, Both british made. I couldn't find any reference to it being different. Hope this helps.

The first thing to do is get a multimeter and check your battery. I assume it's 12V so you'll need a minimum of 12.6V. Then put your negative lead on battery negative and positive lead on the hot wire to the starter. If you have battery voltage when you hit the button move your negative lead to the starter ground and check again. If you have battery voltage then your starter is bad. The maximum voltage loss acceptable is .5V from battery voltage. If you don't have battery voltage after the first test possible fuse wire or switch, if not after the second test bad ground.

I am looking for sevice bulletins for honda 3813 lawn tractor

I had a similar problem with my Honda 3813. When I tore it down, I found that the 3813 has a slow delay cyclinder - something like a shock absorber - the slowly puts pressure on the clutch plate after you let up on the clutch pedal. In my case, the clutch is old and worn, this is exactly the symptom I experienced because the clutch was nearly worn out - it took like 10 or more seconds to get going. A new drive clutch and a little adjustment fixed this problem for me. To replace the clutch without removing the engine I had to cut the cross brace plate on the bottom of the tractor.

To get to this you need to remove all the tin that is under the seat part of the tractor - a real nuisance.

Also, it took me 3 months to get the clutch from the Honda dealer. .... definitely not helpful! Good thing I had a John Deere as a backup, I've never had trouble getting parts quickly for that.
