Hello,
Since you still get the sound it looks like that your inverter board is gone. Try to check if your Tv works with any external device for example Dvd or blue ray player if it works fine then you know that your tunes is out. Either way you have to change the main board. I can provide you more information on what part no you need for your TV, just leave a comment .
Please let me know if you have any further questions or concerns.
Thanks.

Parts for your TV: http://www.shopjimmy.com/catalogsearch/result/?q=Westinghouse+LTV-32W4
You will need to find out if the inverter board is getting the 24vdc from the power supply to narrow down the problem, there are fuses on the inverter board also.

Hello, It seems you might have to replace the main board on your unit since the board is not booting up all the way and it is also jamming the signal. If you are interested in obtaning the part please email Westinghouse parts at parts@@wde.com for price and availability of the main board.

Audio and picture quit working on white westinghouse lcm-17v8

If you haven't figured it out yet through a web search, Westinghouse monitoris have problems with blown caps on the power supply board. If you are lucky the problem is minimal and won't require more than replacement of the caps. You won't know until/unless you open the case and inspect the power supply board.

Westinghouse LTV 20V 2SL

You will need to replace the power supply on this set. The blue light is controlled by a 5v line so it still comes on. If you have the power supply replaced their are some bad caps on it that have popped this will fix your problem.
