When mine does this it means she is not fully in gear. Try manually moving it back and forth a few inches and see if it clicks in.(Like moving the seat back in the car and it doesn't quite click in.) If it doesn't work take it fully back out of gear and try again.
You could also try checking the key is in straight, and that all the cords are plugged in tight. You may need a hand with this, as you need to lift the chair off, (Straight up) and then the cover of the back section, removing the locking pins as you go. My loocking pins tend to get very stiff and I cant pull them out myself due to arthritis:)
