That might be bad glides on the front. Newer models have glides on top of the drum while older models have glides on the bottom. Both are easily replaceable. The belt might be broken because of the glides.
Not all hotpoint dryers are built the same but I made a few videos of these dryers to give an idea how to get into them:

The belt goes around the pulley of the motor after fitting it around the drum first.

first take off the top then remove the back most tumble dryers dont have a removable front pannel

change the drive belt. evidently the belt has stretched to the point the belt tensioning device can no longer do its job. when you change the belt make a diagram of which way the belt is reaved through the tensioning device. if you don't you'll be back here asking how to arrange the belt.
