If by pulsate you mean the engine R.P.M.'s rising and falling, this is natural. It's the result of the engine reacting to the sudden back pressure in the pump by idling down.
The engine continues to maintain a constant pressure on the water cycling inside the pump while idle. It cycles within the pump because water can't be compressed. If there was no place for it to go, the weakest seal would blow or the engine would die.
When you pull the trigger again the pressure is no longer bogging the engine and the R.P.M.s smooth out.
Also, it's not good for it to be running for any extended length of time without water or the trigger being pulled.

My K'archer 2400 was pump pulsing on a cycle. I removed the relief valve and hand worked the bore with fine emory cloth until it cleaned up. There was so much corrosion that the new o-ring wouldn't seal properly after I cleaned it. I wasn't about to buy a new housing so the solution I came up with was this, I took the smallest o-ring I could get in the bottom groove using it as a shim. Then I put the proper o-ring in the groove next to it. Used a little silicon grease and pressed it back into the bore. This worked for a good while, until I made a .020 teflon shim and replaced the small o-ring. But it didn't stop I just finally got around to making the shim. the aluminium that is used for the body isn't a high grade making it more prone to corrode especially with the hard water here. So I always flush it after use with my house water that is filtered. hope this helps. I also re-surfaced the six teflon valve stems. I did that at home with my chain saw file and cordless drill, if anyone would like to see how that's done I could make a video.

it just the presure building back up ,it will last years doing this,i would not worrie as replacing the presure pump will only be a temp fix and it will do it again ,most washes do this after a year or lots of use.
