42 inch digistar lcd tv flickers on and off, then screen turns blue or green sometimes black squares on the blue screen. only happens when we first turn it on. have to turn it off and on at least 5 times before it works

Number of TV have a bad batch of capacitors on the power board. If you look like split mushrooms that is a bad sign. But there are kits if you know how to solder.
Plasma tvs do not have "back lights" LCDs do. you probably have a bad driver board along with the upper or lower buffer board or maybe both, best to have a tv shop look at it.
It sounds like a stuck button or switch. What happens when you hit the channel DOWN, does it still keep scrolling down?
Is this with or without the remote?
Have you tried it with the remote and or the TV?
Let me know whether you are changing the channels with the remote or the buttons on the tv and I can try to give you a couple more suggestions. Mac =)
