The black plastic ring, w/ white markings (bezel ?), that goes on the metal (dial) which moves around, fell off. Is this part avail., and if so, for how much ?

This part is called the bezel, you are correct. They are available to buy as a separate item for certain watches, but not all. You didn't mention what type of watch it was. Most major brands, like Rolex, Omega, Tag Heuer etc all sell bezels for their watches, brands though like Diesel, Rotory, Seiko etc, do not sell bezels as a stand alone item. Should you wish to let me know the make and model of the watch, I will see if I can obtain one, or failing that I will see if I have one that will fit.

The numbered bezel can be used by divers to measure elapsed time on their oxygen supply. Place the zero where the minute hand is now and you'll know when 20 or 30 minutes have passed when the minute hand reaches bezel number 20 or 30.

In the same way, you can use the bezel to tell when 30 minutes have passed on your parking meter if you simply put the 0 on the minute hand when you leave the car. When the minute hand reaches the 30 mark, a half hour will have passed.

Typically, the bezel only turns counterclockwise to keep the wearer from bumping and changing the elapsed time number. On some less expensive watches, the numbered bezel does not turn and is decorative only.

There is nowhere to get a Cartier dial from, other than Cartier.
Options:
1 - Pay the $400 for the genuine dial.
2 - Buy a 2nd hand watch off eBay to use for spare parts.
3 - Have your dial repainted.
Dial repaints can be a bit hit and miss with quality though. Talk to the watchmaker and ask who they use to do it. Should be 1/2 the price of a new dial.

How do you change battery on E Howard wrist watch, how does bach come off?

The back does not come off (case is in one piece); it's the bezel -- the metal rim that holds the front glass crystal.

There is a small notch in the rim of the bezel (on mine, this aligned with the 'lower left' lug on the case around 7:00 on the face). Be careful as there is an O-ring to waterproof the watch, and this notch goes right into the groove where that O-ring is located. Use a case knife or similar stiff but fairly thin-edge blade to pop the bezel off (it snaps off). Then gently remove the outer plastic ring, noting carefully how the notches are aligned.

The inner module now can be lifted carefully out - the two 'pushers' will not fall out of the case when you do this. The battery is a 3V lithium CR2025, and you will need a fairly small straight-blade jeweler's or optician's style screwdriver to remove the one screw that holds down the battery bracket - it may be tempting to bend this out of the way to change the battery, but please resist that temptation...

Put the module back in the base, put the ring back over the dial plate, and carefully snap the bezel back in place with its notch aligned as you found it. You might want to check and/or lubricate the O-ring as you do this.

Instructions for initializing the movement are printed inside the case: they list the switch for the 'recessed' button as A, and the pusher as B. In case you didn't note them before closing the case: to reset:

1) push A once. (Display will read "SET"
2) Push A until hands are exactly on 12:00 (and display reads "12"
3) Push B once to start reception

You then follow the standard procedure of putting the watch in a window facing Fort Collins, Colorado, until it picks up the time signal and synchronizes itself.

If you are talking about the bezel, which is the bit on the outside of the watch, you should contact the Raymond Weil repair centre SWICO. They repaired my Othello when half the bezel fell off. They had it back to me in no time! Their details are on the Raymond Weil website:

Any good quality SUPER GLUE will do the job. Apply to the case only and push the ring straight away onto it. Make it precise first time, as there will be no aligning possible afterwards. Rate me, please.

I suggest you take it to a watch shop and ask them to repair it for you.

It can be more difficult than it appears to remove and replace backs particularly.

I think you are referring to the bezel around the crystal (glass). There is a spring under the bezel and it has broken. It can be replaced.

How to change bezel on Rolex Datejust

The bezel is secured by a Teflon gasket. To remove the bezel I would use a watch knife and gently press it in between the bezel and the case. Make sure you go straight in and it might not be a bad idea to use a layer of plastic around the knife so it doesn't leave marks. Also, do not use a widling motion. GO STRAIGHT IN. This will also prevent damage to the case and bezel. Repeat this several times working your way around the bezel. Be sure you don't continue to apply pressure with the knife once the bezel begins to come up as you don't want to damage the Teflon seal. Once you have the bezel out you will need to replace the Teflon seal the exact same way it came off on your replacement bezel and press back into place.

Hour-hand fell off clock

Plastic clock glasses are fitted on clocks in two different ways:
1) Clip-on plastic glass;
Check carefully all around the plastic glass and find where the clips are positioned. Insert the screwdriver between the glass and clock bezel and use the lever action to unclip it. Do the same to all clips following one by one till the glass come loose.
2) Glued plastic glasses;
Do exactly the same as described above, just this time go bit by bit all around the glass till it come loose.
NOTE: In both cases the plastic glass can crack if you are not expierenced in such an action! Start with ease and do not force that plastic glass too hard.
