I would suggest the fuel is either old and/or some contamination has got into the fuel system. Try emptying the tank completely and fill with fresh fuel and an in tank carb/injector cleaner like Wynn,s or Comma petrol magic. Please make sure it is for petrol engines.

Check the timing on the bike and make sure that everything is at top dead center when you check the valve gap. Otherwise, I think your neighborhood mechanic is probably correct.
The ONLY way IN for fuel is the Float Valve, Now if petrol is coming out of the float bowl, then, the Valve must be faulty OR the Float mechanism, or spring, itself.
Below the carb there are towards the cilinder:a gasket,a plastik suport and another gasket.Check the gaskets from there. Also the 2 bolts of the carb should to be tightened.
A putting sound from the exhaust is usually indicative of an exhaust valve leaking.
This was very common a few years back when unleaded petrol was first introduced and people were putting low octane petrol into cars that really needed four or five star petrol.
The lower octane petrol would burn the valve seats causing them to leak.
Go to a garage and get a compression test done, that will tell you straight away which cylinder is causing the problem.
As for the water, water is a natural by product of petrol combustion and is usually noticeable when the engine is cold.
It is possible that your putting sound and the water are one and the same fault, you could have a cracked cylinder head that is leaking coolant into the cylinder that has the leaking valve.
Time to take it to a garage for analysis.
