Alright i had to fix throttle cleaned carb an everything the tiller ran good for a short time then statred flooding so i decided to look in the valve cover an noticed that gas was coming through the rocker out the head one rocker was real loose so i tightend it now will not run at all an when u pull gas still comes through valve area i need help please
First the float or needle valve will be bad causing gas to get into the oil. The carb would need to be properly repaired then the valves/lifters must be properly adjusted. After this the oil would need to be drained and new oil added. If you over adjusted the lifters the engine will not run and could damage the head or push rods. Hope this will help

You should look at the numbers AFTER the model and type number you noted in your post. The first two digits of the CODE are the year the engine was made. This looks to me like an old 5hp Briggs....old enough that it wouldn't have electronic ignition. If it has the old points and condenser, it could likely need a tune up. Electronic ignition modules or electronic ignition coils are available for this engine - see your Briggs dealer.
If you had the gas tank off, did you replace the gasket between the carb and engine block? This particular engine uses 2 (two) gaskets, not one.
By the way, you don't want to make a governor spring. It's best to use the one specifically manufactured for this particular engine or you run the risk of over-revving.

did it run out of gas when you added gas it could be that the fuel line has plugged up with something from the bottom of the tank take the fuel line off and try blowing threw it and take a air hose and blow out the carb and carb cleaner
SOURCE: GAS OVERFLOWS WHEN GAS TANK VALVE IS TURNED ON.
The float could just need adjusted. It may be floating up to high to stop the gas flow correctly. Some carburaters that I have worked on had a small rubber needle valve seat. If you blew the carb out with forced air you might have blown this out.

have you checked to make sure your fuel shut off valve is turned on? If you remove the fuel line at the tank( with something to catch the gas) and your fuel shut off is turned on and you get no flow then something is clogging the fitting at the tank or inside the tank. You will have to remove and clean the tank. Let me know how you come out.

Have you cleaned your air filter lately? Some air filters just need to be replaced. If so then I think that you need to rethink if you are really flooding out the engine with too much fuel?
