My flash is weak and i dont know how to make it brighter

It sounds that the backlight to this TV have some fault. Might be of weak CCFL lamps. Contact any service technician.

Some televisions have a Power Saving Mode; the picture will become brighter if the Powers Saving Mode is turned off.
Some televisions have a Light Sensor; the picture will become brighter or lower depending on room lighting conditions. Turning off the Automatic Brightness Control may increase picture brightness.

When you take a picture with flash enabled and they still come out too dark, this could mean that you are not standing close enough to the subject, or, that the battery might be defective, or, low.

Another way of correcting this is to use a program for editing pics, which allows you to brighten them manually.

mcdevito75 here, I don"t think the brightness is adjustable, and even a new watch could have a weak battery as the light uses a lot of juice.

Sounds like the flash is bouncing off something like a large white surface or a highly reflective one and shutting down the exposure of the camera.

The flash instructions begin on page 25 of the manual. Be aware that the flash is for still photos, not for videos.

He told me to put the flash on it and it just got brighter.

Lights going brighter on reving generally means the battery is getting weak. Check the water in the battery. There should be enough to cover the top of the plates. When the engine revs the flywheel generates more electricity. The battery buffers the power. A weak battery does not buffer the extra power very well.
