The flickering problem you have is caused by a failing power supply. There are parts called capacitors that are failing and causing the power supply board to put out pulsing voltages until it can stabilize. We have a repair guide posted on our web site at: http://www.ccl-la.com/blog/index.php/samsung-214t-repair/ If you can soldethen you should be able to do the repair yourself. If you don't want to do the repair we offer a repair service for this unit. You can get details for that service here: http://www.ccl-la.com/blog/index.php/service-request-form/
I hope this helps, If so please rate our solution.
The black box with 4 large red wires in it is the high voltage distribution box. One red wire brings the high voltage in and the other 3 bring high voltage to each of the 3 picture tubes. If those red wires are not all the way in and tight, then there will be high voltage arcing inside that box and the picture will rapidly flicker. Make sure all red wires are pushed all the way into those holes and your picture should be back to normal. Convergence IC's will not make the picture flicker, so I am sure your IC's are fine.
If by saying the "aspect ratio changes" you mean the picture shrinks from top and bottom, I would suspect an intermittent short inside one of your picture tubes. The commercial skip function is not causing a problem here. It is the rapid change from dark to light that I believe is putting an extra strain on a weak or defective picture tube.
