You should have a High Speed carb adjust and a Low Speed carb adjust. If it's running fine while idling, adjust the high speed setting. If you have two nobs, its the lower one. May be set wrong. If you don't have two nobs, remove the carburator and check the jets to make sure they are completely clean or better yet, order yourself a carb rebuild kit to take care of all of this. I just rebuilt my 1971 evinrude 4hp and the carb kit made the world of difference.

the smaller one is for idle speed, the larger is adjusted at high speed to highest rpm and smoothest running. high speed and low speed jets. High speed is on top and is adjusted at full throttle.

Circuit Description
The throttle actuator control (TAC) motor is controlled by the powertrain control module (PCM). The DC motor located in the throttle body drives the throttle plate. In order to decrease idle speed, the PCM commands the throttle closed reducing air flow into the engine and the idle speed decreases. In order to increase idle speed, the PCM commands the throttle plate open allowing more air to pass the throttle plate. If the actual idle RPM does not match the desired idle RPM within a calibrated time, this DTC sets.

I think it's a idle stop. If you throttle it up a little you can turn it to the right and it will stop at a higher idle position. It won't raise and lower by simply turning it. It just limits or increases how far the throttle grip goes back to idle position. So you can set a trolling speed ect.
Sounds like your carb needs the fuel/air mix adjusted..uses all the gas at high speed but has excess at low speeds...find your adjusting screw and at med throttle slowly screw it clockwise until the engine starts to sputter then back it out until it starts to sputter again then continue to do this until you reach ideal mix where it runs the best it can..then go slowly through the throttle up and down..when set..unjust your idle speed screw to your ideal idle speed..if this dies not fix ..carb will bed cleaned or rebuilt. Good luck.. Note always push or pull your throttle handle slowly to position avoids gas load up causing sputter and backfire.
