You have to insert a wii fit game and bypass all the stuff until the game is ready to play.Open the battery compartment on the Wii board and open the large door on the front of the Wii console.Press the sync button on the board, then press the sync button at the top of the console compartment. The fit board light should stay steady blue.If it doesn't,try it again. When the fit board stays steady blue,it is synched.
Insert a Wii Balance Board compatible game disc in the Wii console.
Use
the Wii Remote to select the Disc Channel from the Wii Menu, then
select "Start" to begin the game. Press the A Button to bypass the
wrist strap screen.
Open the small SD Card slot cover on the front of the Wii console.
Remove the Battery Cover on the bottom of the Wii Balance Board.
Press and release the SYNC button on the Wii Balance Board. The blue light on the board will start blinking.
Press and release the red SYNC button on the Wii console while the blue light on the board is still blinking.
The blue light will stop blinking and stay on steady once the synchronization is complete.

You'll need to synchronise the remote with the wii.
Take off the battery cover on the back of the wii remote and open the slot on the front of the wii where you put in the memory card:
Press the red button by where the batteries go in the remote and the red button by the memory card slot together and they should find each other and synchronise properly. If they ever lose synchronisation again just repeat the process.
You need to synchronise the remotes. Take off the battery covers on the wii remotes and open up the flap on the front of the wii where you can put a memory card in. Press the red button that is above the memory card slot and at the same time press the red button that is above where the batteries go on each remote. The wii remotes should flash and eventually give a solid light on either the first or second led at the bottom of the wii remotes. When this happens both remotes are synced.
Make sure you are trying to sync it when the Wii Fit game asks you to. It will say "place you wii fit board on the floor and turn it on" or something like that. and then when it asks you, turn it on, and it should sync.
otherwise, try it on another wii if you can... if it works on another wii then its your wii.. if it doesnt work on another wii then it is you Wii Fit Board.
that somtimes happens if you want it to synch press the synch button on the wii and the balance board for about 5-10 secs then once there synched press (A) on the wii controller and theat should do it thats how i got mine to work Hope this helped :)
Make sure that the batteries in your Wiimotes are fresh. To know, when you start up the remote for the first time, the number of blue led lights blinking indicate battery life. With only one light blinking (or none), it's time to replace your batteries.
if you are in the mulitplayer mode and still have trouble adding the remote then try syncing the remote with the wii first by pressing the home button then go into the wii remote settings on the bottom then re-sync each control. Then try going back into mulitplayer mode and try again or while the screen is on when you want to add more players press the '+' button.

I found this on a related post, but it should help:
Hi, After posting my message here I started to fiddle around with the wii fit again and went slowly step by step through the synchronisation steps. Voila it works! what I had done wrong was that I did not press the red synchronisation button for the wii console when the blue lights (after pressing the sync button) on the wii fir board started to flash. you must do this when they are flashing. Hopefully you are as lucky as me and it will work for you too.
