As I am listening to the tape, the sound fades out and seems garbled. If I stop the tape and start again, the sound is great but slowly deteriorates again. Is this a tape problem or is it the transcriber? It's fairly new and the fact that I can pause/restart the tape and get clear sound makes me think it's the transcriber. Thank you.

Tapes recorded on one camcorder very rarely play back satisfactorily on another machine - you will have to use your old camcorder to view them, or else get them transferred to DVD
if the take up side gets stuck it could feed excess tape and stop the mechanism. Look to see if both reels are turning when you push play. Remove cassette door for a better view if possible.
Make sure your tapes have NO slack in them. Fast forward and rewind one cassette all the way, then try again looking to see if both sides are turning. If not, you may have a belt that is old, stretched and slipping or it's split apart or just fallen off
It is probably a hard to find record electronics problem and possible that the record bias is staying on partially. This will erase partially the audio and apply the clicks. The reel drive of your set is not taking up the tape and resulting in no detection of reel pulse. this makes it switch over and the result happens again. Please clean up your drives, the rollers, change the belt and check the reel drive arrangement, the motors. I am sure the mechanism must be reset with new belts . This must solve your issue. Good day
it seems your tracking needs to be looked at.also have a look at the tape open front section button at side slide open with your finger.look at the tape toward the light,if the edge of the tape is a bit wavey not straight you will need an alighnment as well.
some sound devices have enviroment effects which allow you to alter the sound reproduction so that it sounds like you are listening in different enviornments. You may be able to check and reset these setting to normal by going to the control panel and running the sound applet or by righ clicking on the speaker or sound icon in the system tray.
WHAT HAPPENS TO CASSETTES THAT WON'T PLAY

Cassettes can be damaged in a
number of ways. Besides just wearing
out, they can be broken, twisted,
stretched, stuck, demagnetized or
missing the pressure pad. Most of these
problems can be repaired except for
demagnetization which causes the
audio to fade in and out.
Cassettes can be demagnetized at the
self-check out terminals so do not
place them on the machine while
checking out other items. At home
do not place them on speakers or near
magnets. If the audio sounds backwards
or like a foreign language, it is twisted
and can be repaired.
Have you taken a look at the edge of the tape? tracks 1 and 2 on a cassette are usually next to the edge and you may have a bad batch of tapes that have the edge damaged.
Another possible but not a likley problem might be the tape is out of spec. for the width, and your heads MAY have a little wear from use, and are trying to act like tape guides. If the tape is slightly wider than the grove worn in the head, the tape would be lifted at the edge and not make contact to the head.
It is not electronic as you have diagnosed this with other tapes.
