Assuming it does not function in other computers, it could be a faulty memory chip or driver. If it does work in other computers, try re-installing the USB driver in the one it does not work in.

go to start , RIGHT CLICK on My computer the select manage. In the window that will open choose manage disks and reformat your usb stick (if it's not shown there connect it into another port and repeat )

I think you will find that the card works fine but your computer doesnt recognise the card reader properly.
Windows 98 does not properly recognise most usb devices but Windows 98SE does although I am not sure if it will recognise usb2 properly.
