First check your monitor with a known working system if possible. If not simply boot up in safe mode change the resolution to a favorable setting like 1024x768 (most LCDs and CRTs can handle that) and restart. Most time I hear this it's because someone has tried to set a system higher than the monitor can handel or has switched to a monitor that cannot handle the settings for an old monitor.
