I accidently let cables touch for an instant while charger was still plugged in. charger buzzed for several seconds and shut off. will not restart. my question is does this charger have a circuit breaker or a fuse.
The transformers of these chargers have whats called a thermal fuse....usually this fuse is wired inside the transformer itself....it is designed so that in case of excessive overloads or high temperature, the fuse will blow...this is to protect your home wiring from overheating and possibly catching fire.......it is a safety feature....by touching the cables together even for a moment caused an extreme overload condition which probably took the fuse out....you can still fix it but you need to open a few layers of the transformers wrapping to get access to the fuse.....some systems have other components called NTC's or PTC's....these are also temperature safety components.....chances of the regulating components going bad ae slim because their capacities are designed for high power, high temp conditions so chances are that only the fuse is gone....good luck
It might have a glass fuse in there, I'm not sure, but I have the same charger and I hit the wires together all the time, It does klik off and on, but it always comes on. Do you have it on something that needs charging or just dangling the wires? Put it on a battery and see what happens when there is a demand. Hope this helps.

Yes it well may have inside the unit, worth a look anyway. If it is NOT that, then I would imagine, the Output transistor, or Voltage regulator, has Blown, if you can get a replacement, repair will be easy.
