Any good quality SUPER GLUE will do the job. Apply to the case only and push the ring straight away onto it. Make it precise first time, as there will be no aligning possible afterwards. Rate me, please.

This part is called the bezel, you are correct.
They are available to buy as a separate item for certain watches, but not all. You didn't mention what type of watch it was.
Most major brands, like Rolex, Omega, Tag Heuer etc all sell bezels for their watches, brands though like Diesel, Rotory, Seiko etc, do not sell bezels as a stand alone item.
Should you wish to let me know the make and model of the watch, I will see if I can obtain one, or failing that I will see if I have one that will fit.
If your numbered ring was friction fitted then you will need the help of watchmaker. Very often those rings are glued. If yours was glued, get the good quality glue and just glue it back. Do not use Superglue. The best would be any good epoxy containing glue.
I would recomend taking it to an independent watchmaker. It should only be $15, $30 to make the change.
Most bezels are pressure fit. Using a small jewelers knife to pry the bezel from the case is how most bezels are removed.
My friend is a watch maker and he has a special tool that removes the bezel however he told me he only uses it when he has customers watching. Because the old knife looks pretty brutial, but works better.
