Why does my fridgeaire stove lock only when i preheat bake?

It locks so that you can't open the door untill oven is at temp. Some people open and close, open and close the door and the oven never gets to reach set temp. After it is at temp, the oven can "catch up" faster, returning to set temp.

Can you provide some additional details to help me help you? What kind of stove (make/model) and does it have any kind of self clean mode?

Without knowing the above details generally speaking of the oven is already preheated, to change the temperature you would hit the bake/preheat button to then adjust temp up or down with a digital stove. The dial stove from is self explainatory!

That loc on message may be because you have a stove lock lever or feature that prevents the stove from being opened when enabled, or when the stove is self cleaning. This may prohibit the adjust meant of temperature when the lock is on, or the stove is running through the self clean..

I cleaned the oven self clean, now the oven preheat feature won't turn on

I don't know what kind of range you have or if it is gas or electric. You may have to call a repairman.

Preheating Oven

Cold Stove, you may not be able to. The issue here is that oven manufactures put on their units a fast preheat. However it isn't possible to preheat an oven for 7 to 9 minutes and bake short time bake items properly. Also the oven sensor will respond faster than the absorbation rate of the sheet metal in the oven liner. To preheat an oven properly takes 15 to 20 minutes before putting in the food. I see this will a lot of current ovens. Sounds like a normal format of the control.
