I hate Pay Pal and reported their shenanigans to the Luxembourg authorities. You can only, it seems contact them by email, they are totally non helpful and frankly I do not give too much for your chances. However, a tip to all, get a card account and only put into the pre pay card the money for any purchase. NEVER EVER leave money in a paypal account, its about as safe as putting it on the hood of your car overnight out in the street.

log into your paypal account and in the upper right-hand corner you'll see where it says "log out". right next to that is a bell symbol and a gear symbol. click on the gear. scroll down the page to "account options" and at the bottom, you can click on "close account".

you'll have to login to paypal for that. it sounds like you know the email address, you should request the password from paypal so you can login again.
Sounds like a scam to me. Most times, websites have a link that takes you to paypal, where you then log in and authorise the payment. Having gone to the nomoreracks.com website, I note that it is only a landing page and not a shop.
Log into your Pay Pal account. Click on Wallet at the top of the page. Click on transfer to your bank. You can transfer your money to your bank there, or you can sign up for an ATM card through Pal Pal and withdraw that way.
Log into your Pay Pal, Once your logged in under "My Account" tab to the far right there is a "Profile" link. Put your mouse cursor over the profile and in the list there is a link you click on says "-Update Street Address." On the bottom of the page there is a button that says "Add Address."
