VLC media player is a highly portable multimedia player supporting most audio and video formats (H.264, Ogg, DivX, MKV, TS, MPEG-2, mp3, MPEG-4, aac, ...) from files, physical media (DVDs, VCD, Audio-CD), TV capture cardsand many network streaming protocols.
It can also convert media files, transcode and act as a streaming server over unicast or multicast and IPv4 orIPv6. It doesn't need any external codec, program or codec pack to work.

If you still don't have the installer of VLC Media Player you can download it here.
OpenVLC Media player then click on Media. On the drop down select Convert/Save
On the Open Media window click on Add
Locate then select the file that needs to be converted then click on open
Once the file has been added click on the dropdown arrow (lower part of the window) then select convert
Click on browse to select the destination on where the file will be saved.
Onthe Profile drop down select Audio - MP3 as the profile
Once the profile has been selected click on Start to begin the conversion process
Check the status bar to observe the conversion progress
Once finished you can now play the newly converted audio file in MP3 format.
