Please contact PayPal & they will be able to resolve this issue for you..

You will have to deal with PayPal and go to file a complaint on PayPals web site after you login. There is nothing really anyone can do here for you since PayPal needs a login and password username in order to go to your account. Do not give out that information to anyone. If you have already created the Paypal account then the next thing you have to do is VERIFY it.

Just to be clear, VERIFYING your account is NOT the same as CONFIRMING it.

When you signed up for Paypal they should have sent an email message to your corresponding email account that you listed in the application.

When you open that email, there will be a link and a code to VERIFY your Paypal account. Just follow the instructions in the email message.

Once you VERIFY your account then you can log into the main Paypal website with your email address and password and check out your newly created account.

If you really want to link an actual bank account from your real everyday bank to your Paypal account, then this is where you have to go through the lengthy process of submitting your bank account numbers and bank transit numbers in order to CONFIRM the account.

You actually don't need to CONFIRM the account in order to use it if you don't want to. Many people simply skip the confirmation option and just link their Paypal account to a disposable VISA or MASTERCARD GIFT CARD that you can purchase at pretty much any convenience store.

Just login to your Paypal account (once it is VERIFIED) and go to:

MY ACCOUNT
PROFILE
ADD A CREDIT CARD

Then just fill in the information from the Mastercard Gift card and check that it is listed as your PRIMARY FUNDING SOURCE. Then you will be free to purchase things with your Paypal account as long as there is a sufficient balance left on the Gift Card.

Paypal will cover your purchase if you don't receive your order. The delivery time is approximate, and can take longer. I suggest you wait 10 business days, then contact the seller through Paypal. The seller's email address will be there where your purchase is recorded.

Paypal is great to work with. I've been screwed over by a couple of sellers and Paypal was able to recover my money promptly. You just need to get in touch with them and talk it over.

If you've ordered anything via PayPal you can always contact the payee via their email address in the order history.

All of their information will be shown so that you can contact them in case you didn't receive what was ordered.

If you send them an email with the details of your order and what you actually received, and they choose not to resolve it (in most cases they will) you can always file a dispute with PayPal against the payee.

You'll need to enter all of the details of the order and what you actually received.

Once the dispute has been posted, the payee receives an email from PayPal informing them of the dispute.

The dispute is monitored by PayPal and if there isn't any resolution within a certain period of time set by PayPal, the payees account will show that they've chosen not to resolve a dispute and is displayed in their account.

I'd suggest contacting "Cats Paw" first and see what they do.

If they choose to ignore you, then you are in your rights to file a dispute.
