I'm no Honda expert so I'm not sure if an 02 has a "key off" evap system. If it does that may be what you're hearing. A lot of newer cars will run evap tests while the vehicle is off. It basically pulls vacuum on the fuel tank with an electric motor to test the integrity of the evaporative emissions system and opens / closes vacuum switching valves.

it sounds like distributor check for spark when it wont start if there ig no spark then its faulty

Being petrol driven, it may have a mercury kill switch which puts a ground on the ignition circuit stopping the engine if you move it. Perhaps for safety in case you overturn the unit somehow.

Initially, determine the quantity and quality of the fuel by loosening the drain screw and catching the fuel draining. Additionally, determine if there is spark right after "engine bogs up then shuts down".

The "quantity and quality of the fuel" would be indicative if the fuel is contaminated and/or if there is sufficient fuel in the carb's bowl to run the engine above 10 seconds. Checking for the presence / absence of spark after the engine quits would help you determine if it is an electrical problem or a fuel starvation issue.

Local mechanic determined engine was flooded and started it by holding throttle to the floor and cranking 5-7 seconds - then the engine sputtered to life. It has run perfectly before and since and I'm at a bit of loss to understand why this occurred this one time - so far. It's been driven now 5 days with no problems.
